The Keys hub copy treats the archipelago as a single "tropical archipelago"; character bios refer to "the Keys" generically. Past GTA games subdivided major regions (San Andreas had Las Venturas, San Fierro, Los Santos as distinct cities) — whether the Keys follow that pattern or are sub-divided only by individual islands is unstated.
